He doesn't.
The devil's trying to drag as many people with him into hell as he possibly can.
God knew the devil was going to attempt this. He knew what weakness in man he was going to exploit to do this. So God from the beginning set up, and later sent into the Earth, a sure rescue vehicle for every human being. No one has to miss out on this! Anyone and everyone can get in on this transfer from the devil's trip to hell onto God's trip to Heaven!
All anyone has to do to make this transfer is declare Jesus to be their Lord (not the devil!) and believe God raised Him from the dead. Wow! What an opportunity! What a special offer!
